Hughes Springs’ resident arrested second time on same charges

Richard Fininen, 49, of Hughes Springs was arrested June 4, and charged with inappropriately touching a child, according to Hughes Springs Police Chief Randy Kennedy.
“Two years ago we investigated an outcry made by a 12-yearold child,” Chief Kennedy said. “Mr. Fininen was arrested on that outcry for inappropriate touching. Since that time, he has been out on bond and as we were getting ready to go to trial, we discovered another victim.
A few weeks ago it came to light there was another child who has now made an outcry that she was also inappropriately touched. “He was arrested two years ago and has been out on bond. We were getting ready to go to trial and in the course of that, discovered another victim.
Mr. Fininen was arrested without incident and placed in the Cass County Jail.
